[GOVERNANCE] Set the minimum activity requirement for voting

Article VII of the Charter limits governance votes to “accounts meeting the minimum activity requirements (set and published by Staff, and tied to participation — not to purchased doubloons).”

No such requirement has ever been set or published. This proposal closes that gap, and puts the question to the crew rather than having Staff simply announce a number.

The proposal. Voting in Crew Decisions is open to every account with a login. No trust level, no post count, no time-on-site bar. Sockpuppetry and coordinated brigading remain Staff’s to detect and discard under Articles VII and IX, and purchased doubloons never buy a vote or voting weight (Art. IV-B, XII).

The case for. This crew is small and new. An activity gate would shut out members who have just come aboard, and a Charter that speaks of the crew deciding is hollow if most of the crew cannot vote.

The case against. An open vote is easier to game with fresh accounts. It rests the whole weight of vote integrity on Staff catching manipulation after the fact, rather than on a barrier standing in front of it.

Whichever way this lands, the result is published as the Article VII requirement, and the Charter’s change log records it.

Simple majority of votes cast. Open 8 days, closing 2026-08-09.
